Sam Horowitz has joined Finalto as UK and EU Head of Liquidity. He will be responsible for overseeing liquidity operations across the region.

Finalto Hires Horowitz from Rafiki Treasury

Horowitz has held multiple positions in the FX and treasury sectors. He is currently a Global FX Committee Member at the ACI Financial Markets Association, a role he has held since October 2022. He also serves on the ACI UK Executive Committee, a position he has held since November 2021.

Previously, Horowitz worked at Rafiki (by Nala) as Head of Treasury from March to September 2025. In this role, he led the treasury and trading function for two fintech businesses backed by Accel and Y-Combinator.

Former BBVA, Wise FX Leader Appointed

Horowitz also spent seven months as Principal Product Manager for Treasury Markets at Wise, focusing on pricing, execution optimisation, multi-currency risk management, and trading business strategy.

Before that, he was with CMC Markets for over two years, serving as Head of FX Distribution and Liquidity Management and earlier on a consulting contract in eFX transformation.

Horowitz has experience in global markets. At BBVA, he held multiple roles including Head of eFX Trading – Global Markets, Head of Automated Trading and Risk – Global Markets eCommerce, and VP of Emerging Markets eFX Trading.

He also worked at Marex Spectron as Head of FX Algo Trading, at Lloyds Banking Group as Director of eFX Trading, and at Louis Capital FX as Head of Trading for Spot and Emerging Markets FX.

Former Finalto COO Joins GCEX Asia-Pacific Team

Meanwhile, GCEX has appointed Stanislav Bunimovich as Managing Director for Asia-Pacific to lead regional growth. He previously spent over 12 years at CFH/Finalto, serving as COO and Board Member, and will be based in Australia reporting to CEO Lars Holst.

The move comes amid rising institutional demand for regulated crypto access in Asia-Pacific. GCEX holds licenses from the UK, Denmark, and Dubai regulators.
